Need proposed concept feature

On InfoPath forms, data assistants are able to submit proposed concepts when those concepts are not available on the search widget/dictionary. Once the dictionary manager resolves those proposed concepts, it will be inserted to the obs table.

We would like to have similar feature in xforms because it's very common that clinicians would prescribe new drugs or give diagnoses which are not in the concept dictionary. This feature would make sure all the data is stored in obs table accurately.
