Enable Hibernate second level cache

One of the reasons our API service calls are slow is that our services query for global properties a lot. GPs must be cached to improve performance.

Concepts caching needs to be fine tuned as well.

I will be testing changes running import of 50k concepts by the openconceptlab module.
