Form schema drop-down encounter type menu should not display retired encounter types

On the form schema edit metadata page, there is a drop down menu to designate the encounter type for that form. It can be confusing, because this drown down menu includes the names of both unretired and retired encounter types. It should be the case that retired encounter types do not appear in this menu.
