merge concept module should include drug concepts

    Description

      I test out Jordan's most recent version of the merge concept module (see: https://tickets.openmrs.org/browse/TRUNK-2351) and attempted to merge two drug concepts, both of which had formulary entries in the drug table. These items were not merged.
