Add section to implementation book about settings page

    Description

      The "Global Properties" page was renamed and updated to just a "Settings" page for 1.9. If the implementation book or the wiki mention these they need to be updated.

      Also, there is a screenshot of a performance setting that should be changed to the new look on the settings page:
