De-duplication of concepts and updating corresponding obs (and other data)

As the program grows, we find ourselves creating more than one concept for the same thing. Once those Concept IDs (for the same concept) are found, first is to search for where those concepts are used (i.e. forms, programs, ..., etc.). After deciding which Concept ID to keep, need to update all the affected forms and programs and update the existing data in the obs table. It would be very helpful to have a utility to make this process more efficient.
