Limit of maximum encounters to show on patient dashboard should be optional and configurable

      Description

      In ticket TRUNK-1375, the number of Encounters to show for a particular patient on their patient dashboard was arbitrarily limited to 100. This should be optional and configurable, in order for implementations to control this behavior.

      We should introduce a global property that allows the configuration of "patientDashboard.maximumEncountersToDisplay", which if null or empty would not apply any limit, but which would allow the user to set a numeric limit (eg. 100) if desired.

      This should be backported back to 1.7.x, and the default for the global property should be null, so that the default behavior of OpenMRS is not to hide any encounters from the user without their explicit knowledge.
