      Description

      E.g. I created a regex-validated-string attribute with handler configuration = "\", then when I went to create a visit, I got this:

      An error has occurred!
      The following error happened somewhere on this page:
      javax.servlet.jsp.JspException: org.openmrs.api.APIException: Error instantiating handler 
      

      Instead, don't allow attribute types to be saved with invalid configurations.
