Missing top navigation bar on the OpenMRS 1.8 home page

Upgraded from OpenMRS 1.6.3 to 1.8B2. The top navigation bar is missing from the home page (after logging in). See attachment. Note that there is a 4-bullet list of nothing in the upper left corner. With Firefox, "Administration" appears as the 4th bullet point, but the link doesn't work.

Darius thinks this is part of OpenMRS 1.7 customization.
