Upgrading to 1.8 fails if your scheduler_task_config table doesn't have a default value for date_created

      Description

      The scheduler_task_config table in the PIH-Lesotho database has a default value for its date_created column of 0000-00-00. The schema in liquibase-data.zip has 2005-01-01. I don't know why PIH-Lesotho's is different, I'm assuming it's not a unique problem.

      One of the 1.8 upgrade changesets inserts a row in scheduler_task_config without specifying a date_created, which leads to bad data (with the PIH-Lesotho version of the default value). We need to explicitly specify a date_created in that insert, for others who may have this same database "feature"
