Concept Name Tags should be in core dataset

The /metadata/liquibase-data.zip file contains liquibase xml files for loading up the database. The concept_name_tag entries are in the "demo" xml file instead of the "core" file. This means that if a user chooses not to put in the demo data when installing openmrs, they will not have the concept_name_tags that are needed.
