can't force users to change a password when they first log in on openmrs v1.6

Force password change check box on the manage user page is not working on openmrs v1.6.
Every time a user is created, The administrator need the user to enter their password before creating the user. In the earlier versions, the Administrator could create a password and send to the user and after logging in the first time, the user is forced to change their password before proceeding.

The ability to force the users change their password after their account is created or after resetting their password will enhance the security of the system.
