Translate radio buttons based on locale

      Description

      We are capturing many observations with radio button and we need to translate the labels based on the locale. There is a nice built-in feature for setting noLabel/yesLabel to a string (ie. noLabel="non"), but this isn't based on the locale. This is a generic example:

      <obs conceptId="PIH:whatever" style="radio" answerConceptIds="PIH:NO,PIH:YES" answerLabels="no,yes" answerSeparator=""/>
      

      How should we handle the different locales? We could add an answerLabelCodes attribute or allow something like this:

      <obs conceptId="PIH:whatever" style="radio" answerConceptIds="PIH:NO,PIH:YES" answerLabels="translate(general.no),translate(general.yes)" answerSeparator=""/>
